strings.xml 文件中使用占位符修改键值对失败？？

最近在写一个程序，在程序中获得网络类型后，将title 设置为网络类型。比如获得是联通的卡，就设置为“中国联通”。但是在strings.xml 中使用占位符后，在程序中得到值后，使用format 设置始终无效，求解？程序如下：
    <string name="network_type">%1$s</string>    String imsiType = getResources().getString(R.string.network_type);    imsiType = String.format(imsiType, "中国联通");

调试了多次，title总是 %1$s 。

你这个我没试，我直接用title 的那个textview 改一下text就解决了。
