嗯，有如下方法：
1.运行SDK.exe后，在tools--option中勾选force……那个。
  然后在网上找一篇修改hosts文件的文档，使得请求被强制转向谷歌服务器，文档很多，你找不到我可以给你。然后重新启动下
 在联网正常情况下就可以下载了。
2.下载对应你的ADT版本的离线SDK包，从别人那里下载好的SDK中把对应文件夹拷贝过来，重启一下SDK，也可以识别，进行开发。

翻墙软件太麻烦了，我这儿有hosts文件，只要替换掉hosts文件就可以访问安卓官网，更新SDK了，原hosts文件记得备份，更新完再把hosts文件换回来。
等晚上我把hosts文件的内容贴出来，现在不在手边。
