Oracle9i Http Server为什么启动不了???

我已经成功安装了Oracle9i数据库,在安装结束后出现Oracle Http Server启动的DOS界面,而我在IE中输入:
           http://sinosoft-ias:7778
           https://sinosoft-ias:4443
都能看到Oracle Http Server服务已经启动,而当单击Stop HTTP Server powered by Apache 后Oracle Http Server启动的DOS界面消失,这说明Oracle Http Server已经关闭. 我重起计算机后,再次点击Start HTTP Server powered by Apache 时
出现如下错误:
Isat Aug 23 10:42:47 2003 [alert] (5) 拒绝访问 :FasCGI:CreateMutex() failed Syntax error on line 92 of D:\Program\Orcl9\sqlplus\admin\isqlplus.conf : failed to create FastCGI application accpet mutex.
而当我点击Stop HTTP Server powered by Apache 时,出现上面一样的错误.
请高手帮帮忙,能说说这是什么原因还有isqlplus.conf 的内容是些什么意思呢,能不提供点这方面的资料给我.
