Before starting the OracleOraHome81ManagementServer in Windows 2000 
Services Panel, the Enterprise Manager Configuration Assistant needs to be run and a new repository created. This task can be completed by: 
START-PROGRAMS-(Oracle - ORAHOME81)-Enterprise Manager-Configuration Assistant Follow the property sheets and complete the task of creating repository. When completed, return to Windows 2000 services GUI and start the OracleOraHome81ManagementServer
