help!!!!!!!!!problem encounterred when starting snmp for oracle 9iiiii

then the problem has been converted to:
 in winnt i successfully start the system snmp service (using the udp port 1161)
 then master agent (agentsrv.exe) then  encapsulator (encsrv.exe )
finally  intellengent agent  (dbsnmp)  then  everything is all rightbut in unix platform i failed to start master_peer  when i run the start_peer script  the log showes me that i have
screen output as follows:mgmt_init_env failure
./master_peer: error processing configurationwhat does it mean  (the masteragent take over the port 161??where can i redefine it)then the encapsulator log issnmp bind failure: Cannot assign requested address
./encap_peer: error opening manager-role port(s)
still the dbsnmp can not been start (may be master_agent should be run first)how can i solve the the problem
