To make a consistent backup, your database must have been shut down normally and cannot be reopened for the duration of the backup. In shutting down the database, all committed changes in the redo log are written to the datafiles, so the datafiles are in a transaction-consistent state. This process is known as an offline backup because the entire database is offline for the duration of the backup.
