重装mysql，最有一步"Applay security"报错，求解！

重装mysql5.5.21，到最后一步（Applay security settings）时报错，The security settings could not be applied
Error Number 2003
Can`t connect to MySQL server on localhost 此时，mysql服务已经是启动的，就是连接不上。在网上搜了，基本上都是讲服务未启动的情况
