请教怎么实现html和php的分离

请教，有没好办法能实现html和php的分离？    看了下discuz的模板机制，发现templates目录的的模板文件里还是有很多的如下代码
      <!--{/if}-->
      <!--{if !empty($plugins['links'])}-->
      <!--{loop $plugins['links'] $module}-->
    
    感觉这用模式和直接写<?php if !empty($plugins['links']){ ?>差不了多少。这么写到底有啥好处呢？请各位大哥多多指教
