mailto在OutLook2007中乱码？

使用mailto的时候，因为有乱码，所以用"=?UTF-8?B?" . base64_encode($stitle) . "?="进行了编码，结果在OutLook2007中显示的为=?UTF-8?B?5Zuj5L2T5Y+X6aiT55Sz6L68?=，似乎没有解码，怎么办啊？

// 日语的，要先转换成为EUC-JP，再用urlencode，outlook就不乱码了；相应的中文要先转换为GB2312，英文就免了吧。

查看邮件的时候选择utf-8编码试试.
