关于字符串转化

我知道是三元运算法啊，就是不懂什么意思！  switch ($theType) {
    case "text":
      $theValue = ($theValue != "") ? "'" . $theValue . "'" : "NULL";
      break;    
  }能具体说明下这句话的意思吗？

如果变量$theValue不等于空的话
$theValue就等于$theValue
如果变量等于空
$theValue就等于null
