怎么我访问zend Framework一定要加上index.php才正常？！

你的默认首页中有index.php吗？就是apache中的设置

    如上面 
    不是写了.htaccess文件
    RewriteEngine on
    RewriteRule !\.(js|ico|gif|jpg|png|css)$ index.php
    就可以吗？
    怎么我见人家的例子不用index.php的？？

    你的apache没开启mod_rewrite和AllowOverride要设置成All
