delphi调用java开发的webservice的问题

问题如题，我是初学者，在使用delphi调用java开发的webservice时，出现了下面的异常。project   project1.exe   raised   exception   class   ESOAPDomConvertError   with   message   'DocumentElement   http://schemas.xmlsoap.org/soap/envelope/:Envelope   expected,   
  http://schemas.xmlsoap.org/wsdl/:definitions   found'.Process   stopped.Use   Step   or   Run   to   continue.   想请教高手这个异常可能是因为什么引起的？

请求的服务在webservice服务器上没有找到，有可能是超时，有可能是服务不存在，有肯能时拒绝访问了。
