centos7上怎么配置java程序的selenium、chrome和chromedriver

服务器上安装的chrome是Google Chrome 78.0.3904.70，chromedriver是 78.0.3904.70 对应的driver，解压缩到了 /opt/drivers 下，./chromedriver,Starting ChromeDriver 78.0.3904.70 (edb9c9f3de0247fd912a77b7f6cae7447f6d3ad5-refs/branch-heads/3904@{#800}) on port 9515

[1571985985.606][SEVERE]: bind() failed: Cannot assign requested address (99)看到输出有两个问题，第一个，chrome启动的端口只是9515吗？不可以变吗？第二个，bind() failed: Cannot assign requested address (99)的问题会影响java程序正常运行吗？

sysctl -w net.ipv4.tcp_fin_timeout=15后，./chromedriver 怎么还是同样的错误呢？我这个linux是centos7 的，还有图形化界面，是不是跟这个有关？
