To download the LVL package into your development environment, use the Android SDK Manager. Launch the Android SDK Manager and then select the Google Market Licensing package,

楼主这个问题解决没有？我也遇到这个问题了，第一次是因为包名和GooglePlay上的版本不一致，然后弄对了，这次又出现这问题了。卧槽，GooglePlay账号又在运营手里，完全不晓得咋个回事。

什么都没修改就好了 应该是google play那边有延迟 后台配置问题这是我找的几个帖子的 可以参考下 不过我按照这些方法试了也没用

还有就是看看你用的商品id和后台配置的一样不   我试过把商品id随便修改一下 也会出现这个问题
