程序上需要使用第三方的短信发送平台，程序是BS模式，放在独立主机中，当程序发送时出错说
“由于目标机器积极拒绝，无法连接。 xxx.xxx.xxx.xxx:8080 ”同样一套程序放在本地或放在另外的空间就正常执行，从这点上看，这跟程序应该没有关系的。错误信息：由于目标机器积极拒绝，无法连接。
