用C#写的ActiveX控件 访问客户端文件系统 权限受限的问题

You would need to download an executable to change the local policy.  You can create an MSI file that will accomplish this with the .NET Framework Configuration MMC snap-in. 
However, the users will need to be administrators to change the .NET security policy on their machine.
