这个肯定不行，web.xml怎么能这样写呢，是你自己建的吧？你用eclipse默认的web.xml然后自己在上面修改，这里dtd这些都没有

可以新建一个空的web项目，然后把这个空项目中的web.xml拷过来，在这个基础上修改
因为我不清楚版本
也就是

这个可能不一样，我的是3.0，不清楚你是多少，所以最好新建一个，然后拷过来
