oracle 10g 在浏览器中无法用http://...打开em

Question

以前可以用浏览器打开em，后来做了一个备份策略后，无法打开，显示无法打开页面。oracledbconsole服务已经启动。
尝试：
emctl start dbconsole
set oracle_sid=orcl 
还是无法打开
