【求助】存储过程返回结果集

我写了一个存储过程，有一个in out 型的游标参数,代码简单如下：
cur_out in out sys_refcursoropen cur_out for select a.t_1,a.t_2,b.t_1,b.t_2 from table1 a,table2 b where a.t_id=b.t_id
总共有140条记录，但是过程执行很快，但是想取出游标的数据却非常慢。我打印有140记录的游标，竟然花了15秒的时间才出来结果，这个是正常的吗？？

不正常，为什么不用out 型的 sys_refcursor
