oracle 9i 的isqlplus 无法打开

我的oracle9i能打开http://localhost:7778 这个网页，
但是http://localhost:7778/isqlplus这个网页不行，
打开的过程很慢很慢，一直是块白板oracle的数据服务，tnslistener，还有http服务都打开了，
怎么就是不行呢？

执行:
isqlplusctl start
后再试试。

照那个做法，我把rhel4下面的oracle9i的isqlplus 打开了，
不过我本机xp上的oracle 9i仍然不行。
