Cause:  Oracle was not started up.         Possible causes include the following:          The SGA requires more space than was allocated for it.         The operating system variable pointing to the instance was improperly          defined.Action: Refer to accompanying messages for possible causes and correct the          problem mentioned in the other messages.         Retry after Oracle has been initialized.         If Oracle has been initialized, then on some operating systems, verify          that Oracle was linked correctly.

多谢几位高手指点，问题已经解决，采用了另外一种方法：在 C:\oracle\ora81\network\ADMIN 下找到 sqlnet.ora ,将内容中的
SQLNET.AUTHENTICATION_SERVICES= (NTS) 改 SQLNET.AUTHENTICATION_SERVICES= (NONE)
重新启动服务即可。
