100 请教 sql/plus 连接时提示包写入失败

1、确认网络连接
2、确认数据库打开
到命令状态下运行：svrmgrl
之后：connect internal/oracle@连接字
shutdown 然后 再
startup 看看再有出错，出错代码是什么....
