    I know this is a pretty old post but I ran into the same problem as well and thought it may be useful for others to know what they have to do to fix it.This happened for me because I already had phpts.dll in the windows directory. So basically, all I had to do was remove the dll and then the installer completed with no problems.If you're running IIS you will have to stop it before you can remove.While you're at it, you may want to move the php.ini out as well even though you don't really have to but what-the-hey just go for it!
