功能要求：
  1、能见BMP格式转化为JPG、GIF格式。
  2、能对图像进行放大、缩小、拉伸、编辑等简单的操作。
  3、用VC开发。
  4、要源代码。
  5、有注释因时间紧急，不知那位好心的大哥能帮小弟一个忙。
