google内购支持地区，不包括中国大陆？

RT，又仔细看了下文档，发现了这么一句：RESULT_BILLING_UNAVAILABLE—in-app billing is not available because the API version you specified is not recognized or the user is not eligible to make in-app purchases (for example, the user resides in a country that prohibits in-app purchases). 
    我现在在验证是否支持内购时，得到的返回值就是RESULT_BILLING_UNAVAILABLE，API版本是10，系统版本是2.3.3，google play版本为3.9.16，版本应该没问题吧？所以就是地域问题？
    有没有哪位大神做过内购相关的，给个肯定的回答，如果真不支持，应该如何操作才能进行google内购测试？比如说做个代理什么的~
