You'll still be able to run your app on older versions, but you must build against the latest version in order to use new features when running on devices with the latest version of Android.

如果我的环境是Android4.1(API16), 最新版本的，那我想问下，按这种翻译的话，我可不可以理解，我在环境下开发的应用程序在2.3上应该也可以跑的，但是现实情况是，不行，请问下，这是什么原因呢？

第二条，就不一定了，也许有些功能，google不用了，或者是某些数据格式变了，或者一些theme变了，但是一般来说是可以在上面跑的
