(ubuntu android平台搭建)点击Window->Android SDK AND AVD Manager出错！

提示错误如下：(2提示框错误)
(1)Location of the Android SDK has not been setup int the preferences(我的preference已经设置)
(2)SDK platform Tools component  is missing!
Please use the SDK manager to install it!
我已经试过在eclipse中更新，但是更新失败，目录创建失败。
网上搜了一下说是运行什么SDK Manager.exe,可是我的解压文件中根本就没有这个exe文件，而且add-ons和paltforms文件夹下面为空。各位高手们给看看怎么一回事？？？？
