请问一个WSE的问题？

利用WSE来上传文件到远程机器上，是否两端都需要安装WSE呢？

看来是需要安装了，我直接引用Microsoft.Web.Services2这个dll，并且copy到dll文件夹中，甚至部署到GAC中都不行，一安装就可以，不知道安装包做了什么.
