请高手指教:怎么实现asp.net程序的国际化和本地化?急!!!

转贴:首先建立语言档，在项目中加入.resx文件
例如：
message.zh-cn.resx '简体中文
message.zh-tw.resx '繁体中文
message.en         '英文
..............======================================================================
然后利用Name --Value 键值对 填入你要在页面上显示的语言
如：
                       name                      value 
message.zh-cn.resx中：
                       res_loginbname            登陆名 :
message.zh-tw.resx中：
                       res_loginbname            登陸名 :
message.zh-cn.resx中：
                       res_loginbname            Login Name :======================================================================
然后在Golbal.asax中加入多语言设定支持代码（浏览器需要支持Cookie）    '=============================================================================================

首先谢谢你的回复.
Application_BeginRequest()这个方法的程序是在哪里加?(对不起,我对VB.NET不熟,我只会C#),是在Global.aspx里加吗?还是在脚本里加?
用Name --Value 键值对 填入要在页面上显示的语言,这是要把一个项目里的所有页面信息的内容,都要通过这种方法写出来吗?那在整个项目里如何调用这些文件啊?
我对整个项目进行的这些操作,能使整个项目里的其它文件页面都能实现国际化吗?别人在写页面时,还要不要做什么相应的工作?

Application_BeginRequest()
这是global.asax.cs里面的。

为什么在读.resources资源文件时.
数字和标点符号可以读得出来.
读汉语文字时是乱码,而读英文文字时就读不出来,这是为什么?请高手指点!!!
