关于IIS和系统的设置问题

我在浏览器使用localhost可以访问本机网站,但是使用IP地址却不可以.
而且127.0.0.1和局域网的IP地址(192.168.1.10)出现的问题都不同1.访问127.0.0.1时(例如:http://127.0.0.1:81/……)，会出现提示输入用户名和密码的对话框，当我点取消时就出现“错误:拒绝访问”。而且我“匿名访问”和“集成Windows身份验证”都已经启用.2.访问局域网的IP地址时(例如:http://192.168.1.10:81/……),直接就不能访问,出现"无法显示网页",我浏览器的"显示友好HTTP错误信息"没有勾选.操作系统:2003 SP2
IE 6.0
主要就是以上的表现方式,而且:
1.关掉防火墙等杀毒软件,问题没有解决
2.我因为基于安全原因,很多服务都被我关闭掉了(可能是这个原因),希望各位大大们能够提示一下什么服务是必须的.
3.当然,如果可以告诉我那些端口必须要开的就最好了,因为我平时都有使用IP安全策略(现在是关了的,都不行).如果能够解决问题的话帖子可以加分.

权限的问题。Internet信息服务--》默认网站--》右键--》属性--》目录安全性--》编辑--》选中匿名访问 确定。重新iis服务

为什么？2.我因为基于安全原因,很多服务都被我关闭掉了(可能是这个原因),希望各位大大们能够提示一下什么服务是必须的. 
具体哪些服务是必要的，我不大清楚。总之用WIN2003默认的就不会错了，我一直是这么用，基本没有什么问题。你关了某些服务就安全了吗？不见得！
另外你的http://192.168.1.10:81，用80端口可以吗？

请仔细看我的问题描述,第一点的地方已经写明:"而且我“匿名访问”和“集成Windows身份验证”都已经启用. ","匿名访问"我是已经启用了的,但仍然出现提示输入用户名和密码的情况!

在程序文件夹 右键-》属性-》安全 在权限那个下面加上 everyone

如果是权限的问题,为什么我用localhost(http://localhost:81/……)可以访问呢?
现在情况是使用IP的地址(http://192.168.1.10:81/……)不能访问

不过我断网测试了,也没有解决问题.
