asp.net乱码

我加入的这个<meta   http-equiv="Content-Type"   content="text/html;   charset=gb2312">   
在
string type = request["bigtype"];
正常应该是"公司简介"
但是显示的是“公司简口” 贴入文本文件 为 “公司简?"
怎么改怎么个问题

 request["bigtype"]; 
  在传之前 先对传送的 参数
 C# Server.UrlEncode()编码！接受的时候解码(通过这个Server.UrlDecode（）)
JS encodeURIComponent 或者 endcodeURI

<globalization responseEncoding="utf-8" requestEncoding="utf-8" fileEncoding="utf-8"/>web.config里面加上这一句就好了。设置编码。
