急！ 关于Image Caching 问题

做了一个相册效果， 图片轮显 ，客户说 image 要经常去download 很waste network
 我自己用 Fiddler 监测了一下 
 发现image的 caching 都是 “private max-age=0”  content-type 为空
 所以经常要去download
 但是我的html里面 已经有了

<meta name="progid" content="SharePoint.WebPartPage.Document" />
<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
<meta http-equiv="Cache-Control" content="max-age=7200" />
<meta http-equiv="Expires" content="Mon, 20 Jul 2009 23:00:00 GMT" />
 本人惭愧，对Html meta 不了解， 是不是这样还不够 ？ 需要自己写缓存吗？？ 
 开发环境 ：sharepoint server 2007
