cs结构的程序的发布问题？

我做一个窗体程序  
昨晚之后  想生成一个安装包我直接点的发布，但是提示：
错误 2 SignTool 报告了一个错误“未能给 bin\Debug\WebTask.publish\\setup.exe 签名。SignTool Error: Signtool requires CAPICOM version 2.1.0.1 or higher. Please
copy the latest version of CAPICOM.dll into the directory that contains
SignTool.exe. If CAPICOM.dll exists, you may not have proper
permissions to install CAPICOM.
