使用Wix3.7里的Bootstrapper无法显示license.rtf的问题

使用Wix3.7做安装向导，添加系统必备组件，打算使用里面的Bootstrapper来做，按照document上面的来写，在自定义界面中的用户许可的时候，build之后界面上许可文件变为空的，没有显示，代码如下：

</BootstrapperApplicationRef>
文档的代码如下以下是截图没有自定义（就是没有定义bal:WixStandardBootstrapperApplication 节点的时候）之前是这样的，想了半天不知道是什么原因，请大家指教！

补充一下，license.rtf已经放到工程目录下了，路径是正确的，RTF文件里面文本也不是空的。
