windows 2003下开发的软件运行出错。很郁闷

vs 2005开发的一个小程序在2000、XP系统下运行都没问题，但是换了一台2003的机器运行却出现以下错误，而且.net freamwork2.0装不上，这是一台英文的操作系统。
错误提示：
the application failed to initialize properly (0xc0000135)　click on ok to terminate the application
