A easy way to do this is using Access
When you install the program, it will ask you to choose a language
when you choose Chinese for example
it will write a piece information in your disk
each time you run the program, it will check this information before doing anything
then, it read the chinese or english data from Access and fill in your Controls' variables
or any related variables.
