我也没见过这样的xpath，google了下< 就是小于的意思。

When it's a node, it's also called the context node. ..是父节点我觉得意思就是找到 路径为ROOT/Bh/List/QTY的node，并且node的value要不小于parent node 下的QTY的值。
简单点就是ROOT/Bh/List下的QTY的最大值(可能有多余一个)。
