webbrowser控件url加载数据问题

http://flash.weather.com.cn/wmaps/index.swf?url1=http:%2F%2Fwww.weather.com.cn%2Fweather%2F&url2=.shtml&id=guangdong&from=guangdong
这个链接在IE浏览器中显示正常，但把它作为webbrowser的url就加载数据不成功，请问是什么问题，有什么解决的方法？
