关于流InputStream 转码问题

如何将读出来的字符串的编码 正常显示，现在是乱码， index.html 格式是 UTF-8 的   但是直接这么读出来是乱码的.
求帮助  ...

    没用  我试了 转成 GBK  和  UTF-8  都不行  乱码
