tomcat 怎样管理界面 在WebRoot下没有indexjsp页面 在manage里面直接点击项目就能出来 webRoot下面的文件夹

请问在webroot下面 没有index.jsp页面  在tomcat管理中 点击项目 怎么把webroot下面的 文件夹显示出来 然后 点击文件夹里面的jsp页面就能跳转到指定的页面 我用的是struts2 他一直报There is no Action mapped for namespace / and action name
我不知道怎么搞的 我的struts.xml 没错 web.xml文件也没错 就是一直报错 请高手们解决一下不胜感谢
