If you are using weblogic's webservices runtime, then add webservices.jar and webserviceclient.jar to your classpath (they are in your weblogic's server\lib directory). If you are not using weblogic's webservice runtime at all, make sure none of the weblogic jar files (e.g. weblogic.jar) are in your path.
