Eclipse 里用Ant编译时出现 “Unable to find a javac compiler;com.sun.tools.javac.Main is not on the classpath.”是什么原因？

compile:
       [javac] Compiling 1 source file to D:\eclipse\workspace\strutsacl\classes
       [javac] BUILD FAILED: file:D:/eclipse/workspace/strutsacl/src/build.xml:57: Unable to find a javac compiler;
com.sun.tools.javac.Main is not on the classpath.
Perhaps JAVA_HOME does not point to the JDK
