Check your startup script's classpath, etc.  Normally in struts1.1 document it will describe how to upgrade from an earlier version.  Or any bug fixes or enhancements new in 1.1.界面不显示
Is that the webpage or the DOS window you startup tomcat?  Please be more specific.
