Why not just buy XML Spy if your client want almost the same functions? From my working experiences in Java and XML, only if you intend to make the application into production and sell it many many times, the price will never be low as men above said. Development for your team maybe is not so difficult, but QA will be a tedious thing before a mature software releases. According to your needs, I think you will face many conditions in handling XML. I don't know whether there are some XML professionals in your team, but only the test process will kill you.

你能做的象xml spy一样好吗？甚至超过它？
我觉得这有很大的风险，到时可能一分钱拿不到

我以前也想过做这么一个东西，但是想到有不少成熟的产品(xml spy等)在这个领域了，觉得风险很大，心里没底。如果有客户想要，你可以低于xml spy的报价，能赚点就行了。
