struts问题

第一次学习struts2，第一个程序怎么都跑不起来。郁闷
严重: Exception starting filter struts2
Unable to load configuration. - bean - jar:file:/F:/workspace/struts2/WebRoot/WEB-INF/lib/struts2-convention-plugin-2.1.6.jar!/struts-plugin.xml:30:119
这个错误看不懂啊。各位大大怎么解决啊。有人说是XML文件里面没有DTD。配置错啦？
