Tomcat中资源描述符有先后顺序吗？

这是我在cat的DOC里看到的一句话
WARNING - Be sure you respect the element ordering that is required by the DTD for web application deployment descriptors! See the Servlet Specification for details.
好像指的是<resource-ref>

有严格的顺序，必须按照DTD中的来。或者参考Servlet的说明文档，可我在Servlet的说明文档中指不到相关的内容。

比如说在<env-entry>条目中设置一些环境变量，你是按name type value的顺序呢还是按name value type的顺序呢？其实都无所谓。
我只是看到这句话：Be sure you respect the element ordering that is required by the DTD for web application deployment descriptors! 
我才感觉到原来顺序也是有要求的。
