The endpoint reference (EPR) for the Operation not found解决思路

Question

The endpoint reference (EPR) for the Operation not found   项目有一个提供给另外系统的webservices接口，用的axis2，现项目重新启动时，出现如下错误，但是另外系统确可以正常访问这个webservices服务，而且未报错：   
org.apache.axis2.AxisFault: The endpoint reference (EPR) for the Operation not found is /PQ/services/PQInfoService?wsdl and the WSA Action = null   
 不知各位是否有碰到过这个问题 ？
