ssi包含问题

我有个index.shtml文件大体的内容如下: <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd"> 
<html xmlns="http://www.w3.org/1999/xhtml">

</head>

</body> 在本机用的tomcat没有问题 能把这个头部文件包含进来 
但是我上传到linux系统的服务器(也是用的tomcat)却不能把这文件包含,而报了一个错误 
[an error occurred while processing this directive] 在网上搜索了好多的页面 都没有得到解决的办法 
请问有谁知道出现这个问题的原因吗?谢谢了 
怎么解决?
