The jexegen tool that comes with Microsoft's SDK(http://www.microsoft.com/java/download.htm) allows you to create Windows-specific EXE files. However, it requires you to have the Microsoft VM present (or distributed with the program), thus limiting you to their 1.1.x Java release.
