奇怪的tomcat welcome-file-list 配置

我本来访问的路径是
http://localhost:8080/meds/html/login.html 可以正常显示，但是我设置在WEB-INF/web.xml
<welcome-file-list>
<welcome-file>html/login.html</welcome-file>
</welcome-file-list>图片显示不了我在tomcat conf/web.xml 也配置了，还是不能正常显示，不知道怎么回事情
